Born 1952 in Badiraguato, Sinaloa, Rafael Caro Quintero co-founded the Guadalajara Cartel with Félix Gallardo. Ran the cartel's large-scale marijuana cultivation programme in Chihuahua — thousands of hectares, industrial-scale processing.
In a legal market he is an agribusiness executive. Convicted in Mexico for the Camarena murder; controversially released in 2013 on a technicality, re-captured by Mexican forces in July 2022, extradited to the United States on 18 February 2025.
The 2025 extradition was the largest concession Mexico has made to US drug-war doctrine in a generation — the Lehder pattern replayed. Legalise cannabis and the entire prosecution loses its underlying substance.
